| The work of ensuring the minimum standard of living in rural areas is a major project related to people’s livelihood.When individuals in society are in difficulties,we have the obligation to provide them with material assistance to ensure their minimum standard of living.Timely raising the minimum standard of living security for rural residents is a better guarantee for rural residents’ rights to subsistence and equality.It is also a reflection of the rapid economic development of xintai city,which can promote the continuous progress of the society and realize people’s living and working in peace and contentment.Xintai city has been carrying out precise management of the minimum living security system for rural residents,taking the continuous improvement of the minimum living security standard for rural residents as the primary goal and ensuring the basic living needs of rural residents as the fundamental task,which has effectively improved the happiness of the people.This paper takes Shandong Province xintai city as the research object,through data analysis,comparative analysis and other methods,systematically investigates and studies the adjustment and implementation of the minimum living security standard for rural residents,and obtains the following main conclusions through analysis and demonstration:(1)The system of subsistence allowances for rural residents has gone through a process of constant development and improvement.Since 1997 to develop so far has 23 years of development history,has experienced exploration starting period,consolidate the stability and rapid development,adjustment period,during the whole development of xintai city continuously raise the standards of subsistence allowances for rural residents,increasing rural dweller lowest life to ensure financial capital injection,do ensure full cover,about living conditions to achieve low do repel and in a timely manner.(2)The subsistence allowances for rural residents have been steadily raised.1997 years is the creation of the period,low system security standards is relatively low,at that time was for only 600 yuan per person per year,starting in 2007,the municipal government increasing low capital investment,introduced according to the changes of the price of standard of safeguard of the linkage mechanism,combined the civil affairs bureau,price bureau and other relevant departments,rural residents,the proportion of consumer spending and statistics,therural dweller lowest life to ensure standard and monthly subsidy levels improve,in 2019 the city’s rural dweller lowest life to ensure standard is 5160 yuan per person per year,senders for234 yuan per person per month.(3)There are some outstanding problems in the implementation of the system of subsistence allowance for rural residents.Household income is hard to verify.The employment of rural residents is different from that of urban residents,and their career choices are more extensive and diversified,so it is difficult to define the income level of the rural minimum living security objects.Family members are difficult to define,there are children not with parents in a family,personnel changes.The lack of sound supervision mechanism,the new civil affairs staff to understand the system itself is not in place.(4)The principle of adjusting the minimum living allowance for rural residents according to their income.The economic situation of each low-income household is constantly changing in each period.According to the changes in the income of rural residents,we have promptly gone through the formalities of entry and exit for stopping or reducing payments,and established a relatively systematic,scientific and standardized dynamic adjustment mechanism. |
