Refuse-incineration power generation has developed rapidly in recent years in China. Incineration for power can not only effectively solve environmental problems caused by urban living refuse, and can bring substantial economic benefits. Because of a late start of China's research and development of related technologies and application, coupled with insufficient financial resources of local government, BOT model has become the trend of the project construction.However, from the already operational projects and projects under construction, some problems arise in the process. As the public do not understand the refuse-incineration power generation projects, the government's campaign is not in place and the Government's wrong decision when choosing the location, such issues leading to resistance of the surrounding residents after signing the contract. Fee payment is not timely, government regulation is not in place, technology and management problems have become increasingly prominent. Because of lack of practical experience and theoretical guidance, franchise agreement between the government and the project company is incompletely. One of the main reasons is the unreasonable risk allocation of the government and the project company.In this paper, case studies are combined with empirical research , qualitative research are also combined with quantitative research method.Through the analysis of literatures and case summary, we get the preliminary summary of the risks from three different dimensions. Then based on expert interviews, after further classification, screening, amendments of the preliminary summary of the risks, we get the final formation of risk factors of the municipal solid waste incineration power generation BOT projects.Ten key risks which impact BOT projects of refuse-incineration power generation have been identified by using SPSS and STATA. And all these risks are classified taken by government, project companies and shared between the two parts. At last, the strategies on risk prevention have been analyzed for urban waste incineration power generation BOT projects.
