HB Research Institute affilia ted to HB Oilfield is resp ons ible for pr ovid ing techn olo gic al,t alent,and intellectual s upport for the scientific,heal thy and sustai nable development of t he oi lfield.The role played by innovat ion-drivi ng devel opment mainly depends on the effective i ncentive-restraint mechani sm which impels scientific resea rchers t o work innovatively.It is part icul arly important to es tabl ish a compl ete normalized system that can efficiently appraise t he perfor mance of the specialized scientists.Based on the information collected from the field work,this thesis analyze in depth t he status quo of the existing HB R esearch In stitute st aff performance appraisal,and fi nds out t he crucial problem s that affect appra isal effici ency.The system of appraisal i ndices is establis hed wit h a set of standards according t o questi onnaire resul ts and i n-depth discussion with senior ex perts.The weights of indicators demonstrated by ex perts are defined through analyti c hi erarchy proces s(AHP),and the performance appraisal sys tem for HB Research Institut e scientific and technica l talents is t herefore formed,based on which a mat hemat ical model for performance appraisal is built.Full tes t through key element weighting and statistical analys is prove that the model works well.To ensure the impl ementation of the performance appraisal syst em,this s tudy desi gns apprai sal procedure and cyc le,selects to-be-appraised population,and presents corresponding mechani sm and supporting poli cies for the performance cl aim of t he appraise d and communication between the apprai ser and the appraised.
