Since the implementation of the household contract responsibility system in rural areas,rural agriculture has been developed rapidly.It has been proved by practice that the household contract responsibility system is very suitable for the basic situation of the primary stage of socialism in our country.But with the development of technology,and the rural realizes mechanized farming gradually,which caused the rural labor has many surplus in our country,in addition,the development of industry and service industry triggered towns needs much more cheap labor,these two reasons caused that surplus labor of China's rural transfer to cities and towns.The content is facing the implementation of land contractual management right mortgage loan in Yutian County,the introduction of national policy,silver To explore aspects of financial products and other countries and foreign in theory at the same time,it faced loans to rural land contracting right mortgage problems in the in-depth analysis and theory phase,combined with the actual development of a relatively complete solution,for the rural economy faster and more stable development healthy nursing.According to the development and experience of other countries' rural land property rights mortgage financing,the theories of this article is property rights theory,behavior theory and the rural financial innovation theory,to study the mortgage financing pattern of land ownership in rural areas of Yutian county.First,analysis of the existing research carefully,summarizes the experience of foreign property rights reform,carries on the related theory detailedly;secondly,the status quo of the mortgage financing pattern of land property rights in rural areas of Tangshan City County of Yutian were introduced,and the existing problems are analyzed;What's more,Analysing whether they willing to participate in rural land property rights mortgage financing from the angle also has a quantization compare and assess then,to establish a new model to measure the degree of the financing mode to meet the farmers' demand,the model combines the needs of farmers and financial institutions supply;finally,combining with the existing problems in the current mode.The research thinks that the Yutian County in the process of carrying out rural land property mortgage financing,improve the rural land resources and energy efficiency of land use,but there are also many problems,mainly for rural land property mortgage financing policy and system of financial institutions is not harmonious;financial institutions of land property mortgage financing risk guarantee coverage of small rural areas;land property rights trading market system is not perfect;the lag of rural land property rights management information system construction;financial institutions loan loan cost is higher,so this paper improve Yutian County supporting system;the expansion of the Yutian county rural land property mortgage financing risk guarantee coverage;perfect end Yutian county rural land property rights trading market system;accelerate the construction of rural land ownership system in Yutian;improve the efficiency of Yutian county financial institutions to reduce costs and other suggestions.
