Policy Perception Of The Construction Enterprises And Their Willingness To Follow The Policy

Recent years have witnessed a significant amount of construction and demolition waste(CDW)as a result of rapid urbanization and large scale of construction activities in China.Large quantities of CDW hinder the sustainable development of construction sectors.For these reasons,the government has issued a series of strategies to reduce CDW production,including <Guiding opinions on accelerating the industrialization of housing in Shenzhen(Trial implementation)> promulgated by Shenzhen municipal housing and construction Bureau.The purpose of this paper is to investigate policy object—construction industry's perception,willingness to follow the policy and explore which factors seem to be associated with industry's willingness to follow the policy.For this purpose,this paper approaches the first step by summarizing the literature regarding of “policy perception” and combining with the in-depth interviews results of manager from construction industry to design the questionnaire on the policy perception of construction industry.The second step is to conduct a questionnaire survey targeted at managers of construction enterprises and analysis survey data using Spss 21.0 software.Exploratory factor analysis(EFA),Variance test and T test,Ordinal logistic regression analysis,Pearson correlation test and Multiple liner regression analysis are used to determine the perception dimension and factors affecting the willingness to follow the policy.The basic conclusions of this study can be summarized as follows:(1)The policy perception can be divided into five dimensions: that is,the degree of policy knowing,the evaluation of policy,the evaluation of the policy competent authority,the satisfaction of policy implementation,the damage to the interests of enterprises;(2)Factors associated with the willingness to follow the policy include: working years of respondent,years of the establishment of the enterprise,the approach getting information about policy through association,the evaluation of policy,the evaluation of the policy competent authority;(3)Policy evaluation is significantly correlated with using the assembly technology before,industry's operating income over the same period,industry's profit over the same period,the approach getting information about policy through government.There is a very significant positive correlation between site assembly used of industry and the evaluation of the policy department;(4)Using the assembly technology before,industry's operating income over the same period are significantly correlated with policy evaluation.There is very highly linear regression between site assembly used of industry and the evaluation of the policy department.Finally,according to this study,some suggestions are put forward to improve the policy perception and policy acceptability.
