Currently,power enterprises are entering a critical period for structural reform.From the perspective of human resource,middle managers play a leading role in all organizations to ensure proper functioning.The establishment of a reasonable and full-fledged evaluation mechanism for power enterprises' middle managers will help improve their comprehensive capability and give full play to their subjective initiative,enhance implementation of various policies and boost sound development of power enterprises.The article starts with distortion and dishonesty existed in comprehensive evaluation for power enterprises' middle managers,elaborates on source of evaluation mechanism theory and development by referring to relevant articles in China and abroad,studying foreign performance culture and official evaluation system in ancient China,and proposes the role of evaluation for middle managers on the basis of existing research findings.By adopting empirical research,the article takes an example of Administration of Power Supply in C City,and analyzes its general information,distribution of middle managers and the status quo of evaluation.Based on this,surveys on comprehensive evaluation of Administration of Power Supply in C City were conducted.The article also refers to research findings on evaluation theory in China and abroad and relevant practical experience to come up with new theories and applications for middle managers' evaluation mechanism.After analyzing such status quo in C City,the article regards evaluation as an independent system according to surveys,referring to advanced evaluation system for middle managers in other power enterprises and state-owned institutions,and proposes to establish a democratic,open,competitive and selective evaluation system for middle managers.To boost efficiency of study in this article,during comprehensive evaluation for middle managers in Administration of Power Supply in C City for 2016,joint study was conducted with the administration's human resource department and a pilot program was launched to establish comprehensive evaluation mechanism for middle managers.
