With the further opening up of the market, the competition is becoming fiercer. In order to win in the fierce competition, we must improve the adaptability and competition ability of the enterprise. As the core of human resource management, performance evaluation plays an increasingly important role in improving the core competitiveness of enterprises, improving the performance of the organization. The perfect performance appraisal system can carry on the correct guidance, the development and the encouragement to the staff, so that the staff behavior conforms to the enterprise strategy development need.FJ company as a state-owned enterprises, coal chemical enterprises, if the use of outdated performance appraisal methods, will seriously restrict the development of enterprises and personnel. Based on this, this paper summarizes the related theories of performance, based on this, the comprehensive use of questionnaire survey and interview method, analysis of the performance evaluation of FJ company middle management personnel, the evaluation system is not complete, the evaluation process is not perfect, selection and allocation of the evaluation index is not scientific, evaluation results can not play a role in the incentive, and the cause of the problem is analyzed.On this basis, the paper discusses the design principles and objectives of the performance evaluation system, determines the evaluation subjects and objects, adopts interview method, empirical summary method to determine the performance evaluation index, application level analysis method to determine the index weight, using fuzzy comprehensive evaluation method, rating method and critical incident method for middle management personnel performance evaluation. In this way, the performance evaluation of a middle level management personnel of FJ company is carried out by using the above method. Finally, in order to ensure the smooth implementation of the performance evaluation mechanism, the key points in the implementation process and the corresponding safeguard measures are put forward.In this paper, the performance evaluation system of FJ company’s middle managers is constructed, and the contribution of the middle management staff to FJ company is evaluated objectively. In addition, the research object of this paper is FJ company, which is a typical enterprise of coal chemical industry, and has the industry representative. Therefore, this paper designs the performance evaluation system of middle level managers, which provides a reference for the same kind of coal chemical enterprises to build the performance evaluation system of middle management personnel.
