Study On The Housing Provident Fund System Of Shenzhen

Housing provident fund is an important housing security system.By referring to the housing security system of Singapore,and considering the actual situation,China established its own housing provident fund system in 1991.The housing provident system was first implemented in Shanghai,and introduced to all region in the country gradually.In the past 20 years,housing provident fund system has played a huge role in solving the housing problem of urban residents.However,in recent years,the house prices of coastal cities and central cities have continued to rise,making the housing problems of these areas prominent.Therefore,this article focuses on Shenzhen,the most representative city on the housing issue,and study the housing provident fund system of this city,hoping to find ways to solve the current housing problems.The research of this paper starts with the description of the housing market of Shenzhen housing provident fund system,then finds out the existing problems of the system,and finally puts forward the improvement plan for the existing problems.This paper introduces the population,economy,and housing market of Shenzhen,and introduces the housing provident fund system of Shenzhen from the aspects of provident fund policy system,management organization and business development.Combined with the actual needs of the development of Shenzhen,finding that the existing provident fund system has these problems: the policy system is not perfect,irrational management design,deposit and loan system is not scientific.In order to improve the housing provident fund system,the article suggests that integrating policies about provident fund investment and remote cooperation of provident fund management,in to the existing provident fund policy system;setting up the Provident Fund Supervision Committee which is parallel to the Provident Fund Management Committee;adjusting the deposit ratio,down payment ratio,and loan interest rates.The structure of this paper is divided into six parts.The first chapter introduces the research background,research significance and research methods.The second chapter is theliterature review introducing the related concepts and theories of the provident fund,and the research status at home and abroad.The third chapter is the analysis of housing market of Shenzhen.The fourth chapter is the present situation of Shenzhen housing provident fund system.The fifth chapter analyzes the problems existing in the provident fund system.Chapter 6 gives the proposals to improve and perfect the Shenzhen Provident Fund system.The last chapter summarizes this paper and points out the research directions in the future.
