Since the Eighteenth National Congress of the CPC,poverty alleviation and development work has been paid special attention by the Party Central Committee with Comrade Xi Jinping as general secretary.In the strategy of building a well-off society in an all-round way,poverty alleviation and development have been placed at the top priority.However,in the process of poverty alleviation and development,the efficiency of the use of financial funds is relatively low,Such problems as decentralization of funds,excessive compartmentalization and unscientific budgeting are not conducive to the efficient development of the work of poverty alleviation.Through the overall integration of financial funds,the establishment of departmental budget mechanism,zero based budget mechanism,and strengthen performance appraisal,to break the obstacles of the system of financial aid funds special funds,and make an inventory of the carrying amount of funds,optimize the allocation of financial capital efficiency,improve the efficiency of the use of financial funds.Finally,to enable the anti-poverty funds to maximize the benefits in tackling poverty alleviation efforts.It is of great theoretical and practical significance to study the integration and effectiveness of poverty alleviation funds.In this paper,the measures and effects of poverty alleviation in Hubei province are analyzed.It is found that the low efficiency of the use of financial aid funds is one of the major factors that affect the progress of poverty alleviation work.Further to Yunyang area as an example,through the analysis of Yunyang area before and after the integration of poverty relief funds in 2003-2016 years of performance.Overall,the integration of poverty relief funds in Yunyang district is divided into three stages: In2003-2008 was called the fund integration exploration stage.In 2009-2012 was called "the whole county to make great efforts to integrate the funds and the combination ofblocks and blocks".In 2013-2016 was called "the whole province promotion stage" Through the analysis of financial integration,total industrial scale agricultural development and improve people's livelihood and other aspects,Yunyang region financial integration work is very obvious.At the same time,the integration of poverty relief funds at present also exist some problems,aiming at these problems,this paper puts forward suggestions: the first is based on long-term break the limitations of thinking,the second is to develop perfect security system,the third is the implementation of the decentralization of responsibility.
