The resource-based regional economic development is subject to the“resource curse” problem at a long-term,but this curse does not exist at the beginning.In the early stages of economic development,the resource rich regions want to achieve rapid economic growth at a short-term by exploring and using natural resources massively,this choice of the economic development type gradually forced some regions into an unreasonable process of economic development and utilization of resources,and ultimately stuck in the “resource curse” dilemma.At the same time,these resource-based economic regions are also facing some issues,like long-term economic growth fluctuations,single industrial structure,serious damage to resources and environment and others.Only by taking the road of transformation of resource-based economy,can they get rid of the resource curse and realize the sustainable development of economy.With the establishment of a comprehensive reform pilot area of transformation in national resource-based economy,scientific and technical innovation which seen as the driving force of economic growth has been discussed widely again.Based on the urgency of the transformation of resource-based economy and the important role of scientific and technicalinnovation,this paper studies the comprehensive relationship among scientific and technical innovation,resource dependence and economic growth in resource-based areas,and takes Shanxi Province as an example for the empirical test.These researches will help Shanxi province achieve its economic transformation,maintain the sustainable development of economy.This paper analyzes the interaction mechanism among scientific and technical innovation,resource dependence and economic growth,and based the relative theories and mentioned five research hypotheses in the following paper,by constructing a theoretical research model and taking Shanxi Province as an example to verify the proposed hypothesis,and to analysis the present situation of scientific and technical innovation,resource dependence and economic growth in Shanxi province.The results are as follows:(1)The positive effect of scientific and technical innovation on economic growth differs from time to time.(2)The level of scientific and technical innovation has threshold effect on the phenomenon of“resource curse”.When the scientific and technological innovation capability of Shanxi province is low,the resource dependence hinders the economic growth,while the innovation capability is higher than the threshold value,it can extremely improve the allocation efficiency of natural resources.(3)The crowding-out effect of resource dependence on science and technology innovation is increasing with the increase of dependence.When the regional economic dependence on resources continuously improve,the effect level ofscientific and technical innovation capacity is declining.(4)Resource dependence hinders economic growth in the resource-based regions at a specific time.Resource dependent negative effect on economic growth does not exist at the beginning,but occurs in the stage when they pursuit the short-term economic growth rate by unreasonably exploring and using natural resources,and result in resource dependent industry caused by extrusion of other factors which can promote economic growth.(5)The interaction between resource dependence and scientific and technical innovation can promote regional economic growth.However,the path coefficient is low,which indicates that the interaction effect of Shanxi scientific and technical innovation and resource dependence on economic growth is at a low level.In addition,this paper also puts forward some countermeasures and suggestions to promote sustainable growth of resource-based economy.The main innovations of this paper are :(1)Analyze the formation mechanism of interactive effect between resource dependence and scientific and technical innovation,indicate that resource dependence is the key to the“resource curse” hypothesis,and scientific and technical innovation has a threshold effect on the “resource curse” phenomenon;(2)Based on theoretical analysis to construct the structural equation model of elements,and add other control variables,which have effects to the economic growth,as a whole latent variable into the structural equation model;(3)Add the management of innovation efficiency index into the evaluation system to enrich the scientificand technical innovation capability evaluation index system;(4)Estimate the parameters of structural equation model by using partial least square method to overcome the drawback that the path coefficient estimation of small sample data can not be calculated by maximum likelihood estimation method in general studies.
