The performance of national science and technology innovation is an important standard to measure a country's science and technology level.Scientific research input is the support of scientific and technological innovation activities and has a direct impact on the scientific and technological innovation in various provinces.High level of scientific research input intensity is considered as an effective guarantee to improve the national or provincial scientific and technological innovation ability.Therefore,we should pay more attention to the relationship between scientific research input and scientific and technological innovation.In this paper,literature analysis and quantitative analysis methods are combined.Firstly,the relationship between scientific research input and scientific and technological innovation performance is summarized and summarized according to domestic and foreign literature.Then,the status quo and existing problems of scientific and technological innovation performance in Chinese provinces are analyzed.Then,by collecting the input and output data of scientific and technological innovation in 30 provinces from 2007 to 2016,the Malmquist index model was established to evaluate the dynamic change of the performance of scientific and technological innovation in each province.Finally,based on the results of scientific and technological innovation performance in each province,the threshold regression model of scientific research input intensity and scientific and technological innovation performance was established by using panel data of 30 provinces from 2007 to 2016.It is found that the overall performance of China's scientific and technological innovation shows a linear upward trend in the past 10 years,but there are significant differences in the performance of scientific and technological innovation between provinces and regions.The performance of scientific and technological innovation in the eastern region is obviously higher than that in the central and western regions.There is a significant double threshold effect between the intensity of scientific research input and the performance of scientific and technological innovation in the province.Specifically,when the input intensity is lower than 1.21%,there is a significant negative correlation between technological progress and technological innovation performance.When the input intensity is higher than 1.21%,there is a significant positive correlation between technological progress and technological innovation performance.In the optimal input intensity range of 1.21% to 2.56%,technological progress contributes the most to and drives the performance of scientific and technological innovation.By classifying the scientific research input intensity of each province in the past 10 years,it is found that there are spatial differences.The eastern region has the most scientific research input in the best input range,while the central and western regions have little difference in the scientific research input intensity.The results also show that technological progress is the main driving force to promote the performance of scientific and technological innovation under different research input intensity.Governments according to the actual situation adjust the scientific research strength,improve the efficiency of the allocation of resources,promote the balanced development of science and technology innovation performance of provinces and cities,give play to the role of regional innovation center of demonstrative leading,create innovative institutional environment,building independent innovation platform,pay attention to technological progress,promote the reform of science and technology management to narrow differences between space some Suggestions to improve scientific and technological innovation performance.
