Research On PPP Model About China's Infrastructure

PPP model as a management mode of public-private partnership about infrastructure,the public sector and the private sector in the construction of mutual benefit and win-win,in which we can achieve the Pareto optimality.At present,the PPP model has been widely used in many fields,such as rail transport,sewage treatment,bridge construction,and the research and application of PPP model in China is still in the exploratory stage.Based on the theoretical analysis foundation,PPP project performance evaluation model is established by using AHP(analytic hierarchy process)and the use of PPP model for infrastructure construction put forward some suggestions,in order to enable PPP model has been applied in the practice of our country's infrastructure construction better.Under the background of economic new normal,this paper studies the application of PPP model in infrastructure construction,which includes six parts.The first part is the introduction,which summarizes the research background,significance,domestic and foreign research status and research content and methods.The second part is about related theories of the PPP mode,first of all the concept of PPP model were introduced,and expound the theory of the scope of application of PPP mode,operation process and use PPP infrastructure construction etc..The third part is the application of the PPP model for infrastructure construction and operation mechanism of the present situation and existing problems.Firstly,the paper introduces the status quo of PPP model,and then analyze the problems exist in PPP project from the project operation,risk policy and three aspects.The fourth part is the establishment of PPP project performance evaluation model.First,it analyzes the related concepts of PPP model performance evaluation,and determines the performance evaluation system of PPP project from the point of view of the balanced scorecard.Then use the analytic hierarchy process to determine the weight of each index,so as to establish the performance evaluation model of PPP project.The fifth part is to solve the problems in the third chapter of the PPP project,aiming to make the PPP model better in the field of infrastructure in China.The last part of the research conclusions and prospects,summed up the conclusions of this study,the shortcomings of the existing and future development prospects.
