| In the social security system,the most critical is the old-age insurance system,pension insurance system for the country and the steady development of society is very important.At present,China has established a three pillar endowment insurance system,this system is not perfect,China’s pension insurance system reform is still lagging behind the world’s advanced countries,the reform task is still heavy.It is an important prerequisite to ensure the harmonious and stable development of our economy and society and the happiness of people’s life.After a long argument,the World Bank’s three pillar pension model has evolved into a five-pillar pension model.On the basis of the three pillars were added to the pillars and four pillars.The pillars are universal,non-contributory national annuities;the four pillars are child support and financial support within the informal family.The five pillar endowment insurance theory of the World Bank is the theoretical basis of this paper.This paper puts forward the necessity of constructing the five pillar endowment insurance model in our country,aiming at the problems and the plight of the pension system in the process of continuous development and reform.And on the basis of combing the research results of multi-pillar social endowment insurance model at home and abroad,the paper analyzes the institutional framework of constructing five pillar endowment insurance system in line with China’s national conditions.The conclusion of this paper suggests that China should realize the institutional change from three pillars to five pillars of pension insurance model.China will be through the five pillars of the construction of the old-age insurance model,to establish a variety of levels to prevent the risk of old age,social security and social security network.Through the successful construction of the five pillars of the old-age insurance model,China’s pension insurance between the pillars of the functional division will be more clear,the pillars of responsibility and more reasonable,together constitute the efficiency and fair and sustainable development of the old-age insurance system. |
