The Regulatory Risk Management System Establishment And Implementation Of Cross-border E-Commerce For HP Customs

Customs is the symbol of national sovereignty and the main administrative organs in charge of supervision about imports and exports activities.The main function of customs is the efficient supervision on vehicle,goods and luggage of imports and exports,and supervision on cross-border e-commerce is an important part of customs' duty.As cross-border e-commerce grows rapidly in recent years,the traditional supervision mode can't meet the requirements.It has great practical significance to achieve fast customs clearance and strict supervision of cross-border e-commerce,in the existing administrative framework and the condition of adding a large number of employees is impossible.Building and implementing risk management on cross-border e-commerce provide an possible reference to solve the contradiction.Starting from the risk management theory,this paper reviews the traditional supervision history of China's customs which the risk management was introduced in,analyzes the foreign customs' successful experience of risk management on cross-border e-commerce,and discusses the present status and characteristics of HP customs' s cross-border e-commerce.Based on the existing management system and resources of HP customs,I propose the establishment and implementation of risk supervision system and expect it will provide a feasible way to achieve efficient supervision on cross-border e-commerce.
