The Index Construction And Empirical Research On The Performance Evaluation Of Urban Poverty Alleviation In Guangdong Province

Poverty is a major economic and social problem and widely spread all over the world.With the rapid advancing of the transfer of the agricultural population and the rapid urbanization in recent years,the city is getting bigger and bigger,the population is increasing sharply.However,the rapid advancing of the urbanization can not eliminate poverty issue fundamentally,on the contrary,which make the more and more floating population in city a member of the low income group in city,what is more serious is the embarrassment of being in poverty.Urban poverty has increasingly become an important factor affecting social harmony and stability.Therefore,It has great theoretical and practical significance to understand the present situation of urban poverty problem from multiple point of view and design the evaluation system of urban poverty alleviation policy scientifically.Based on the actual situation of poverty alleviation in Guangdong Province,this paper combines normative analysis with empirical analysis,general research and typical research,using field research method.It is to design the evaluation index system and method of urban poverty alleviation in Guangdong Province based on the organizational boundary theory ?organization performance evaluation method and multiple value standards.The overall performance of urban poverty alleviation is divided into 4 subsystems as 4 indexes of the system: poor foundation,social assistance,pension and health care system and employment assistance,which are furthermore extended to 25 second-level indexes to reflect the process of urban poverty alleviation in Guangdong,then it is to use the principal component analysis(PCA)method to measure and analyze the comprehensive performance of urban poverty alleviation and the dynamic evolution of each subsystem in 2005-2015 in Guangdong.As a result,it is to make the comprehensive performance analysis and evaluation of the rrban poverty alleviation policies in Guangdong Province.The results of the study showed that the overall trend for poverty alleviation effect in Guangdong province was “V” font trend from 2005-2010 and constantly weakening from 2010-2015,in which the two subsystems of poverty and social assistance was constantly weakening,the subsystem of pension and health care has obviously improved,the subsystem of employment assistance in the 2005-2012 was for the better year by year,but constantly weakening in 2012-2015 year by year.It shows thatfoundation of urban poverty in Guangdong still exists and is relatively weak,which needs to be further improved,and also the corresponding countermeasures and suggestions are put forward..
