Research On The Performance Of Financial Accurate Poverty Alleviation In Wenshan Prefecture

Wenshan Prefecture is located in the southeast of Yunnan Province,adjacent to the Guangxi Baise border,and outside Vietnam,is China's "old revolutionary base areas,border areas and mountain areas,ethnic minority areas,remote areas hard,the original theater" in one of the depth of poverty stricken areas,according to the latest list of national poverty counties,1 Wenshan City,7 counties are located in the state-level poverty-stricken counties,by the end of 2016,the state still has 276 thousand and 800 poor people.In recent years,the government in the typical poverty-stricken areas to develop a series of fiscal policies in poor areas of financial aid funds investment,infrastructure construction,livelihood projects and the popularity of the protection of ecological environment were the norm,especially in terms of financial poverty relief funds increased year by year.Under this background,in order to achieve the "13th Five-Year" during the 1 city,7 counties all fled Wenshan out of poverty,according to the relevant fiscal policy to actively carry out participatory,precise helping such precise poverty alleviation,the fiscal policy of poverty alleviation precise full flowering in the land of Wenshan.In the fiscal policy of poverty alleviation precise full flowering in the land of Wenshan on the occasion,how to test the fiscal policy on poverty alleviation precise identification,whether to play the role of various kinds of financial funds and resources are reasonable utilization and its effect on the precision of poverty alleviation is the need for fiscal policy,accurate poverty alleviation performance evaluation,a more accurate identification of poor households,the rational use of financial funds.In this paper,based on the current fiscal policy,fiscal policy under the precise poverty alleviation performance as the research object in this paper,the performance evaluation is divided into two parts,one part is calculated through the investigation of Wenshan poverty alleviation precise aim,evaluate its targeting performance,this is also the innovation;part starts from fiscal policy input poverty alleviation and output,construct the index system of performance evaluation in this paper,and then through the principal component analysis to reduce the dimensionality of the selected index method,the principal component and principal component scores and comprehensive score,the final output index of the reduced dimensionality of input and performance analysis using data envelopment analysis,assessment of itsfinancial input and output performance;performance evaluation.Aiming at the comprehensive performance and empirical financial input and output performance results in the state of Wenshan fiscal poverty alleviation precise practical operation and the supporting mechanism is still not Improve the points and put forward some suggestions for improvement.
