Research On The Performance Of Our Rural Poverty Alleviation In China

Poverty has always been one of the world all countries focus on problems, including developed countries and developing countries. Alleviating and eliminating poverty has become a long-term project. As a developing country, China’s government also pay special attention to poverty alleviation and development work in the poor areas. In recent decades, China has been stepping up its poverty alleviation and development, many poverty alleviation policies have been formulated, poverty alleviation projects have obtained certain achievement. But our country poverty mainly concentrated in the rural areas, especially in the less developed central and western rural regions. Affected by natural environment and historical factors, these areas are still a lot of poor people, poverty alleviation work are still very difficult. In order to improve the efficiency of China’s rural poverty alleviation, this paper has evaluated the performance of rural poverty alleviation, finding out the problems in the process of poverty alleviation and promoting the development of poverty alleviation.First, the article describes the domestic and foreign research status of poverty alleviation work, on this basis, expounding the connotation, standard and measure methods of poverty and the course of poverty alleviation in rural areas of China. At the same time, this paper expounds the connotation of the performance evaluation and government performance evaluation model, these provide the theoretical basis for the evaluation of the rural poverty alleviation policy in our country.Second, this paper analyzes the situation of China’s rural poverty, expounded China’s poverty alleviation policies and the specific measures for poverty alleviation, laid a foundation for later chapters analysis.Third, based on the specific situation of our country, this paper establishes the evaluation index system of rural poverty alleviation policy in China from the four subsystems of poverty, economic factors, social factors and living environment. Based on principal component analysis method, to deal with various index, calculated the comprehensive score, make trend chart for detailed analysis and evaluation.Last, although the poverty alleviation work in our country has achieved some results, there are still some problems, such as poverty returning phenomenon is serious, the poverty alleviation funds utilization rate is low, the aiming mechanism deviation, a single poverty alleviation subject. Then views and suggestions are given to improve the performance of poverty alleviation, such as form the poor self ability construction, improve the efficiency of capital, the main direction of poverty alleviation.
