An Analysis Of Input-output Efficiencies And Improving Path Of Science And Technology Finance In Hebei Province

Beijing-Tianjin-Hebei collaborative development as one of major national strategies has been implemented for three years.The collaboration degree for the three place continue to deepen in key areas such as the transportation integration of ecological and environmental protection,industrial development,medical synergy and so on,and a collaborative development planning system equipped with consistent goal,clear hierarchy and close contact has been built between them.However,compared with Beijing and Tianjin,the level of economic development in Hebei Province is obviously lagging behind,and how to effectively use the role of science and technology to promote the economy is an undoubtedly important means of narrowing the gap between Hebei and Beijing and Tianjin.Base on the background,this paper generally analyzes the development situation of Technology finance in Hebei from the perspective of the efficiency of Technology finance,and uses DEA model to test the efficiency,and finally constructs the promotion road map of science and technology financial efficiency in Hebei Province.The discussions about these problems will provide the corresponding policy basis for the improvement of the economic development level in Hebei Province and the continuous coordinated development of Beijing,Tianjin and Hebei Province.This paper first analyzes the current situation of Technology finance in Hebei Province,and finds that there exists a gap in Technology finance between Hebei Province and Beijing and Tianjin and unbalanced development in Hebei Province.Secondly,this paper empirically analyzes the efficiency of Technology finance of 30 provinces in China and focuses on the comparative analysis of the technical efficiency,scale efficiency and comprehensive efficiency of Technical Finance between Beijing,Tianjin and Hebei Province and between the cities of Hebei Province by using DEA empirical model and selecting Technical Finance indicators such as government finance expenditure,R&D funding,patents authorization and technology market turnover,and finds that the comprehensive efficiency of Technology finance in Hebei Province has been lower than Beijing and Tianjin in the past decade and has been in a state of DEA inefficiency.And there exist phenomena of low scale efficiency and uneven development between prefecture level cities.Finally,based on the above analysis and empirical analysis and the relevant literatures,this paper designs the development path of improving the efficiency of Technology finance in Hebei Province from three perspectives of government support,financial support and the self-development of science and technology enterprises in order that the government could strengthen financial support and policy guidance,financial institutions could increase financial support and science and technology enterprises could improve their development level to ultimately improve the efficiency of technology finance in Hebei Province and promote the coordinated development of Beijing,Tianjin and Hebei Province.
