In contemporary society,one of the important conditions to promote the development of science and technology,the transformation of scientific and technological achievements and the development of high-tech industries is to promote the effective combination of science and technology and finance.Science and technology finance combines science and technology with finance,which are the most active factors to promote economic development.They are coupled to form a new endogenous innovation system.Through quantitative analysis of the input-output efficiency of science and technology finance in Hubei,we can understand the real level of the development of science and technology finance in Hubei,and find out the deficiencies in the development.This paper mainly includes five parts: basic theory,the development status of science and technology finance in Hubei Province,model construction and empirical research,influencing factors of science and technology finance and countermeasures and suggestions.Following the overall train of thought from foundation to theory and then to demonstration,through data collection and collation,qualitative research is adopted to analyze the financial efficiency of science and technology in Hubei Province.Firstly,it summarizes the domestic and foreign research literature of science and technology finance,summarizes the theoretical basis of science and technology finance,defines the relevant concepts of science and technology finance,analyses the connotation of science and technology finance efficiency,explores the mechanism of science and technology finance affecting technological innovation,and introduces the main research method of this paper,data envelopment analysis(DEA).Then it makes a general analysis of the development of Hubei's science and technology finance from two aspects: the current situation of Hubei's financial operation and the present situation of Hubei's science and technology finance input and output.In the empirical part,it establishes the evaluation index system of the financial efficiency of science and technology in Hubei Province,constructs the model,uses DEA model to carry on the empirical analysis of the financial efficiency of science and technology in China and Hubei Province from 2015 to 2016,studies the input-output efficiency level of science and technology finance in Hubei Province under the national framework,carries on the empirical research to 11 cities in Hubei Province by using DEA-Malmquist index method,and analyses the development of science and technology finance in Hubei Province.The results show that the input-output efficiency of science and technology finance in Hubei ranks in the middle level of the whole country.There are insufficient input and redundant output problems in some cities of the province,and the growth of total factor productivity fluctuates greatly over the years.In the conclusion of empirical analysis,three factors affecting the efficiency of input and output of science and technology finance in Hubei are further analyzed,which are the influence of the supply side of science and technology finance,the influence of the demand side and the influence of uneven distribution of science and technology financial resources.Finally,through the analysis of the problems in the development of science and technology finance in Hubei Province,three suggestions are put forward: to optimize the environment for the development of science and technology finance,to enhance the support for science and technology enterprises,and to enhance the government's ability to guide and serve science and technology finance.The purpose is to provide reference for the research of science and technology finance in Hubei Province.
