Research On The Application Of CAFTA Rules Of Origin In Chinese Enterprises

CAFTA(China-ASEAN Free Trade Area)is the first free trade area established by China,and the application of rules of origin is the key to the effectiveness of CAFTA.With the application of CAFTA rules of origin,enterprises can enjoy preferential treatment,reduce business costs and enhance the competitiveness of products to open up the ASEAN market.The utilization of CAFTA rules of origin has made some achievements,but the utilization rate of CAFTA rules of origin is not high.Therefore,how to improve the utilization rate of CAFTA rules of origin and give full play to the role of trade facilitation in free trade area is a very important practical significance.From a new angle of view on the application of CAFTA rules of origin in Chinese enterprises,based on review and analysis CAFTA rules of origin of the content,finding its content is simple,and there are still some defects: content is not rigorous,calculation is too single and the standard is too loose.The situation on the utilization of rules of origin in CAFTA is improved unceasingly,but there are still some problems: the issuance of the certificate of origin is not high,the utilization ratio of import is lower than that of export,the application of CAFTA rules of origin in different region is unbalanced and the flexible use of rules of origin is not high.The reasons are CAFTA rules of origin are not comprehensive enough,the rules of origin overlap seriously,recognition of CFATA rules of origin by enterprises exists limitation,business-related staff is lack of professional capacity and relevant government departments mechanism is not perfect.On this basis,further analysis of the trade effect of CAFTA rules of origin,found that the implementation of CAFTA rules of origin is not significant influence on China’s foreign trade.Therefore,it was concluded that the utilization rate of the rules of origin of CAFTA is insufficient.Finally,in order to improve the utilization rate of the rules of origin of CAFTA,suggestions were put forward from the following six aspects: improving the rules of origin of CAFTA,increasing the propaganda of CAFTA rules of origin,effectively promoting the functions of relevant government departments,enterprises should strengthen the awareness of using CAFTA rules of origin,paying attention to the training of relevant professionals and establishing a sound mechanism for the tripartite cooperation mechanism.These suggestions provide some reference and reference for the development and improvement of CAFTA rules of origin.
