Research On Regional Entrepreneurial Resource Optimal Allocation

With the resource constraints of traditional economic development model gradually increased,ideas for China to seek for the entrepreneurial transformation of economic development have become increasing clear.Reasonable and optimized usage of entrepreneurial resources could not only improve the market environment,the policy environment and the human environment of entrepreneurial innovation,but also enhance the efficient allocation of entrepreneurial resources.At present,China is in a critical development period of economic transition,how to make full use of the whole society resource,promote the integration and interaction of elements for various innovation and entrepreneurship types,eliminate the institutional barriers in distorted entrepreneurial resource allocation,promote the effective transformation of innovative and entrepreneurial resources to practical productive forces have become one of the key issues in the development of entrepreneurial policies in various regions.This paper starts with setting forth the related concepts of entrepreneurial resources and complex adaptive system theory with the operation mechanism of regional entrepreneurial resource allocation system studied by various related entities,and establishes the multi-agent simulation model of regional entrepreneurial resource allocation system.Based on the dynamic simulation of the regional entrepreneurial resource allocation system,the author made a comparative trial with the simulation modeling software NetLogo,and in accordance with the experimental simulation schemes,major conclusions are as follows:(1)The policy of optimizing regional resource allocation has a positive effect on the regional entrepreneurial resource allocation system,and the combination optimization scheme is superior to the single optimization scheme.(2)In the single optimization scheme,the increase in number of financial institutions in the region and the increase of government subsidy are more significant than other schemes.(3)The acquisition of entrepreneurial resources has a strong spatial effect,with the entrepreneurial entities of favorable geographical proximity are more likely to obtain entrepreneurial resources.(4)Through the integration of entrepreneurial allocation resources,the enhanced investment level of financial institutions and the improvement in the level of service of entrepreneurial intermediary service agencies greatly enhance the efficiency of the allocation of regional entrepreneurial resources.According to the development status of Jiangsu Province's optimal allocation of entrepreneurial resources,the author selected Jiangsu regional statistical data from the stimulation experiment and found that the total number of scientific and technological entrepreneurs in Jiangsu Province is inadequate and there are structural contradictions,unbalance of the distribution of entrepreneurial resources,the insufficient venture investment and the incomplete risk exit mechanism and entrepreneurial intermediary service system and so on.Based on the experience of developed countries and regions such as the United States,Japan and Israel,this paper puts forward some suggestions on the optimization of entrepreneurial resources in Jiangsu Province in six aspects:technical resources,human resources,financial resources,material resources,organizational resources and other methods.
