Regional science and technology resource is the basis of increasing regional innovation output and promoting regional economic. In recent years, China increases the scientific and technological innovation resources and achieved the promoting function of it. But with the continuous development of science and technology, the growing demand of innovation highlights the scarcity of resources of science and technology. It becomes the key to achieve region economy sustainable growth how to efficient allocating the limited resources of science and technology. Having attention on the description and comparison of status quo about resource allocation, the existing research lack of a comparative analysis of different science and technology resource allocation scheme, and hardly to give suggestions about formulating effective therapeutic plan.Based on the existing achievements, this dissertation analyzes what constitutes a regional S&T resources allocation system and build the conceptual model of it. Using system dynamic, we build up simulation model for each region, and try to propose the adjustment plans for each region system under different value standard by analyzing the effects of structure change of S&T resources allocation.First, based on the defined of basic conception, this dissertation qualitatively discussed the process of regional S&T resources allocation from human resources, financial resources and information resources. Clarify the connotation of regional S&T resources allocation system and build up a conceptual framework of the construction of regional science and technology resources allocation system, then lay the foundation of simulation model of regional S&T resources allocation system.Second, selecting Beijing-Tianjin-Hebei (BTH), Yangtze River Delta (YRD) and Three Northeastern Provinces of China as samples, and analyzes the difference of status quo about their science and technology resource allocation structure. The result shows that the HTB focus on independent research and development institutions, and YRD and Three Northeastern Provinces emphasize the importance of large and medium-sized industrial enterprises; Institutions of higher education focus on the basic research activities, large-middle industrial enterprises focus on experimental development activities and the focus of independent research and development institutions differs across region.Third, regional S&T resources allocation system is regarded as a complex dynamic system, proposed the boundary conditions and basis assumption of system running. With the system dynamics casual loop diagramming, respectively, to explore the allocation process of institutions of higher education, independent research and development institutions and enterprises, analyze the casual feedback mechanism of the regional S&T resources allocation system. Based on the theory of system dynamics, establish a flow chart of regional S&T resources allocation by selecting appropriate variables, and propose a general model of regional S&T resource allocation system. Combined with the data of sample areas, establish different simulation model for each sample region and test it.Forth, use Vensim_Professional software system dynamics model to simulate the three models, use by the examined model for S&T resources allocation structure to the sensitivity test and compare different effect of each plan. The result shows that large and medium-sized industrial enterprises are the core of the regional science and technology resources allocation system in the three economic zones. The HTB region and the three northeast provinces should pay more attention to the institutions of higher education; the YDR region should pay more attention on independent research and development institutions.
