Reason Analysis Of Beijing Land Natural Resources System's Petition Letter

In recent years,with the rapid development of social economy,the pace of city construction accelerated gradually.The contradiction of land are relatively conspicuous,and the amount of petition letters concerning land problem is large,such as land acquisition,land acquisition compensation,ownership disputes and others.Putting forward corresponding improvement measures to the land problems which are common concern is of significance to protect the basic rights and interests of masses,improve the credibility of land and resources bureau,and maintain social stability.The author,a public access worker in land and resource system,has carried on an investigation to the reasons,groups and other relative factors of petition letters in land and resources system in Beijing.The Study introduces in detail the specific work of Beijing City Land Resources Bureau petition room,combined with almost cases of ten years,this paper briefly introduces the petition work of Land and Resources Bureau from three aspects,letters,visits and the online,meanwhile,the petition situation of each branch bureau were compared analysis.Last,we have talk about the focal point.The problems concerned by petitioners are fairly difficult to deal with,as the situation is complex,which covers a wide field and has a strong policy consideration.Its content mainly involves the land ownership,land acquisition,demolition,resettlement compensation,industrial land "rent replace acquisition",as well as a few local governments,village,organizations and individuals illegal use of land,the destruction of farmland and other issues.Through the analysis of the nature of the problems,the author puts forward six variables,the average sales price of commercial housing,the number of the unemployed,the area of expropriated land,the social investment in fixed assets,the expenditure of social insurance fund and the total population of Beijing City as influence factors of the Beijing Municipal Bureau of land and Resources Bureau letter visit times,verifies the validity of the variables the use of partial least squares regression model,and interprets and analyses the model.At the same time,the conclusions are summarized and analyzed.Finally,on the basis of above research results,the author put forward some feasible suggestions on relevant national policies,indicates how to make a corresponding early warning work on the focus of petition letter problems,and put forward suggestions on the construction of internal defects of the system itself.
