By the end of 2016,at least 11260 PPP projects are supported by the government,including the fields of energy,transportation,agriculture and such.And their operation modes are also constantly improved.As the leading developer and operator of ecological tourism park complex in the industry,the business model of FC Ecological Construction Company is changing from simple sales model of flowers and trees to construction model of PPP project.Currently,some companies will implement multiple projects simultaneously,but most of them lack mature theory as a guide during the implementation of project.Therefore,the most important thing for FC Ecological Construction Company is to improve the project management capacity and establish project management office(PMO).On the basic of summarizing some related researches of PPP project,we can see that there are few researches on ecological PPP project.This paper defined the concept and characteristics of ecological PPP project and sorts out the different theory related to the project performance appraisal system,laying the theoretical foundation for the follow-up research.Subsequently,the company status and project process were introduced.The main problems of FC Ecological Construction Company in the process of management were summarized through interviews,analyzing the reasons as follows:the imperfect project management function,and the lack of support tools or documents,etc.As a strategic department,PMO provides following functions:establishing document templates,accumulating knowledge,monitoring projects,setting up resourse library,and proposing the necessity and feasibility of constructing PMO accordingly.Based on the theories of PMO establishment and function orientation,and the combining of company's strategic targets and the ecological PPP projects' characteristics,the paper will introduce how to set up developmental goals,functions orientation,improve relevant internal structure and personnel placement,sort out the logical relationships between PMO and other departments in company,and distinguish the coordination and subordination among different departments in PMO.And finally,solving FC Ecological Construction Company PMO's crucial problems from the perspective of resource allocation,knowledge support and performance appraisal system.At the same time,this paper holds that the core of resource allocation is project evaluation and priority ranking,including the process of priority ranking and the subjective and its objective indicators,and adopting AHP to develop a hierarchical structure of project evaluation.The function of Knowledge support is realized from the perspectives of acquisition,modular storage and training of knowledge.Combined with the theory of performance appraisal,this paper shows how to establish project-oriented and functional department oriented performance appraisal system respectively,which makes the construction of PMO more operational.Through research,we conclude that if we want PMO to play an effective role,we must define the relationship of authority and benefit between PMO,general manager and departments.And project performance appraisal system should be divided into project-oriented and functional department oriented.PMO and HR department should undertake different responsibility.We take into account the complex relationship between different parties of ecological PPP project,the realization of stakeholder managementfunction in PMO's function orientation and organization structure.This paper actively explores the whole process from strategy planning to functional realization of FC Ecological Construction Company's PMO,effectively provides guidance of the construction of PMO and new feasible thoughts for the improvement of project management capacity,and even perfects the existed theories.
