With the perfecting of the socialism market system, and reform of water conservancy engineering administration deeply, the new system of the hydraulic project management with market system has being perfect . Nowadays, traditional management system of assessing lacks execution ability and constrains the enterprise appraisal management. Based on modern management theories, and especially on theories and methods of modern performance appraisal management, this paper makes a deep research on traditional assessing system of the water conservancy project managing department of Yancheng, applies the advanced method of companies' performance appraisal to the enterprises' performance appraisal system and optimizes the assessing system. It will bring great significance to the development and management of the water conservancy project managing department of Yancheng.The article consists of four parts. In the first part, study underground and significance, basic studying method, it is used to guide the following whole research and relevant work. In the second part, in order to offer the theories support for the author's studies, there is a systematic introduction on the present statue, relevant theories and methods of national and foreign performance appraisal .In the third part, the author, the author discusses existing problems and its main reasons. In the last part, according to the practical situation of the department, on the view of four factors of KRIF and 360°assessing ideas, this paper optimizes the current system of performance appraisal and puts forward the corresponding measure by using AHP method to ascertain the weight of indexes.
