China's military state-owned engineering design institute is the main force of our country civil building design and military class architectural design.In 2012,the party's put forward"national defense science,technology and industry adhere to the military and civilian integration type development path with Chinese characteristics,adhere to the rich and the motherland unifies" the strategic concept in the eighteenth report,presenting higher requirements for military class design institute.In the modern sense of human resources development and management is valued in the developed countries lasted for decades.No matter in theory or in practice are in constant exploration,continuing to make progress.And the competition we are faced is increasing the difficulty and requirement.An effective way to improve performance is to conduct performance management.Performance management is a kind of management thought and method of the integration of strategic management which can improve the organization staff's performance and development team,the individual's potential,make the organization successful.Performance appraisal system in the domestic and foreign enterprises has years of experience in practical application,and has achieved good results.WZ designing institute as the national large military class design institute,in the current performance management system,the completion of the project,the self-evaluation of employees,leadership evaluation is the main assessment methods for examination.Due to the particularity of military industry design institute of design work,there is a potential that work is hard to complete the number with simple projects and drawings,traditional performance management model in the management practice has both advantages and disadvantages.This paper designs the questionnaire,analyzing the WZ designing institute exists the problems of performance appraisal system.According to the practical problems,proposing the key performance evaluation indicators,through in-depth analysis of the questionnaire results,getting the index of the general.Using Delphi method and analytic hierarchy process,combined with the computer program,scientific and accurate to calculate the KPI weights.Again refer to military class design institute of confidentiality,eventually construct the head of the general design personnel and professional two sets of scientific and comprehensive assessment of key performance indicators(KPI)system for WZ designing institute,as well as assessment incentives.At the same time,this paper has put forward the performance management guarantee measures.Through the inspection manager should collect employee feedback,found a problem on the staff,it should be timely communicate with employees.So it can makes WZ designing institute of the overall competence of the designers get rapid ascension.Do a good job in publicity and training performance evaluation of propaganda and training is an important step to performance appraisal becomes effective and fair.Through publicity and training,it can strengthen the attention for the employee and understand the purpose and significance of performance appraisal.For more objective and fair performance evaluation,manager must unified evaluation standard through the training.This paper tries to build a reasonable performance appraisal system based on the existing theory and the particularity of WZ designing institute as a military class design institute,in order to help WZ designing institute to achieve the strategic goals,improve the working skill of designer and make the enterprise get sustained development.
