Military enterprises play a significant role in national economy.They shoulder great responsibility for the construction of national defense,and serve as an effective means for the government to carry out economic regulation and control(for the government controls the budget of national defense).Hence,the healthy development of a military enterprise is positive and vital for the steady progress of both national defense and national economy.However,the military industry has been in a self-contained and relative self-enclosed state for a long time because of historical reasons and limited resources.In the new environment of market economy,a series of problem,such as low operating efficiency,high management costs and lack of evaluation methods,has been highlighted.With the increasingly fierce market competition in modern society,the environmental complexity and uncertainty faced by the enterprises are increasing.Especially after the 18 th National Congress of the CPC,the conditions for military industrial projects to accept private capital market are looser,so that military enterprises have to give up their monopolies and to compete with other military units within the system and large and medium-sized private enterprises outside the system.In this situation,military enterprises need to adjust their ways of thinking and strengthen management.They need to adapt to the new environment of market economy through scientific management methods.This paper is going to use a large military aerospace research institute as an example of military enterprises in the country.The performance evaluation system and management methods that accord with the characteristics of the institute will be explored by studying and referencing the advanced theories and experience of domestic and foreign enterprises' performance evaluation system,focusing on the problems and issues at current stage,and fully integrating with the actual situation.Taking the C military enterprise as an example,a set of performance management system model is designed and practiced.Through the analysis of the practice,the effect is estimated and the suggestion and prospect are put forward to promote the management level of the relevant industry unit.
