Research On Preferential Tariff Reduction In China-Japan-Korea Free Trade Area

Free trade area is a form of regional trade arrangement.Under the background of stagnant WTO negotiations,regi onal trade is developing rapidly.Up to now,China has signed 17 regional trade agreem ents,including 16 free trade ag reements and 1 preferential trade arrangement.As three economic powers in East Asia,C hina,Japan and South Korea account for 7.86 percent of the world's total import and export trade.If China-Japan-South Korea free trade zone is established,it will have a great impact on the three countries' economy and even th e world.Although the free trade zone negotiation involves certificate of origin,service trade etc.,the most important one is tariff reduction.This paper focuses on the characteristics of preferential tariff reduction in China,Japan and Korea,and pr edicts the possible ways of tax reduction in China-Japan-Korea Free Trade Area.Firstly,this paper analyzes the feasibility of China-Japan-Korea Free T rade Zone.Through the analysis of the import and export trade volume,trade dependence index and the curren t tariff rate,it is conclude d that the tr ade between China,Japan and South Korea is close,the products are highly complementary,and there is ro om for tax reduction.By summarizing the current negotiation process,it can be seen that the China-Japan-Korea Free T rade Zone negotiations have made sustained progress,and there are great possibilities for the successful establishment of the free trade zone.Secondly,for the sake of convenient rese arch,this paper summarizes the industries that the three countries should focus on in the process of tarif f concessions through indicators such as trade volume,tax rate,and explicit comparative advantages.Secondly,this paper has collected tarif f reduction schedules,tarif f reduction interpretation texts and trade d ata of China,Japan,and South Korea.By m eans of different analytical methods,such as com parative analysis,data analysis,induction analysis,it concludes the tax reduction laws and characteris tics of the free trade agreements.Besides,s ince Australia has sign ed free trad e agreement with China,Japan and South Korea,this article selects Australia as a reference country to further analyze the laws and characteristics of tariff reduction in free trade agreement.Finally,through the integration of the above data,we get the characteristics and trends of China,Japan and South Korea in tax reduction methods,tax reduction scope,tax reduction rates,exceptional products,and quota products.Finally,on the basis of the tax reduction of the China-ROK FTA and tax reduction trends and characteristics of the three countries,this article separately forecasts the possible tax reduction m ethods of China-Japan and China-South Korea.Besides,from the perspective of China,th is paper put forward a proposal for China' s future free trade zone tax reduction: Firstly,Agricultural products can adopt a dynamic tax reduction m ethod.Secondly,tax reduction m ethods should be m ore targeted.For example,we can learn from Korea to incorporate time factors into tax reduction,so that the tax rate will change with season,or learn from Japan to make for renegotiated provisions so as to better respond to market changes.Thirdly,we should make the best advantage of products with explicit com parative advantage when negotiating with others.
