| With the rapid development of the national economy,the application of general aviation in various fields is becoming more and more widespread in our country.Low-altitude tourism is the product of the combination of general aviation and tourism industries.As a new low-altitude tourism,helicopter tourism has become more and more famous in china,and with the formation of the helicopter tourism market,a number of helicopter tourism projects have been operated.But helicopter tourism belongs to aerial work,once an accident occurs,it is hard to control and it is very harmful not only to the aircraft but also to the people on it,resulting in serious personal injury and property damage.Therefore,the safety of the sightseeing helicopters should cause widespread attention in our country.It is very important to evaluate the risk of the sightseeing helicopters and optimize the insurance scheme of the sightseeing helicopters.This paper gives a systematic overview of the status and problems of helicopter risk research at home and abroad firstly and on this basis,the results of the statistical analysis of helicopter accidents in the United States and Europe are collated.It is concluded that the unsafe behavior of the human,the unsafe state of the objects,the influence of the environment and the management factors are the direct causes of the helicopter accident.Secondly,the risk of the sightseeing helicopter system was studied from four aspects: human,machine,environment and management and the risk factors of each subsystem of the sightseeing helicopter were identified.Finally,the risk evaluation index system of the sightseeing helicopter was set up.Analytic hierarchy process was used to quantify the risk,and the Yaahp software was used to calculate the weight of each index.Then,the method of combining fuzzy comprehensive evaluation and variable weight synthesis was used to establish fuzzy comprehensive evaluation model with variable weight,and the fuzzy comprehensive evaluation is carried out on the basis of the variable weight optimization of the constant weight value.The risk of the sightseeing helicopter is graded,and different insurance programs are proposed according to the results of different risk assessment.Finally,the established evaluation model was verified through examples and a risk assessment of an instance was carried out.And the optimal insurance scheme which is corresponding to the risk grade of the sightseeing helicopters was select.At the same time,some suggestions and measures were put forward to the company and the insurance company to strengthen the riskmanagement of the sightseeing helicopters. |
