Study On Liability Risk Analysis And Insurance Of The School Bus Operator

At the present,school bus industry in China is developing rapidly,and more and more buses are being put into use.However,the school bus accidents are endless,which have serious consequences for the society and the family.The safety of school bus is closely related to social stability and family happiness.Based on this,this paper analyzes the liability risk in the operation of the school bus operators,and studies the insurance optimization on the basis of risk analysis.First of all,the foreign advanced research experience is taken as the starting point in this paper.The data of various countries' school bus safety accidents are widely collected,gathered,and analyzed.It follows that the characteristics of school bus safety accidents are summed up as follows: The victims are younger.Most accidents happen outside the school bus.Bad weather and road conditions have less impact.And there is a gaping gap at the safety management of school bus between China and developed countries.Secondly,the school bus operation system is divided into four subsystems: vehicle,driver,occupant,environment.On the basis of historical data and existing research literature,the risk factors of each subsystem research literature,the risk factors of each subsystem are identified in depth and the evaluation index system of responsibility risk assessment for school bus operators is established.Then,the variable weight method combined with the Analytic Hierarchy Process,the weights of each index are optimized by means of incentive and punishment,and the comprehensive evaluation model of multi-level variable weight is obtained.According to this evaluation model,the liability risk and the rate and the determination of the liability insurance for school bus operators are discussed.Finally,taking the operation of a school bus as an example,it carries out the risk assessment of the responsibility,and gives some suggestions on the specific plan of the school bus operator's liability insurance according to the evaluation results.
