At present,in accordance with the governing idea of the Chinese central government that transforms government functions and builds a service-oriented government,various social organizations participate in social governance with more efforts and play a greater role.The function of non-local chamber of commerce,as an important part of social organizations,should also be paid full attention in social management.The non-local chamber of commerce is a typical business model in China which was born in the mid-1990 s,a social group composed of businessmen from the same hometown in their business located.The non-local chamber of commerce has dual attributes: on one hand,it belongs to nonprofit organization;on the other hand,it is not a completely independent third-party department since the local government plays a significant part in its operations management.Besides,it requires getting the operational guidance from both the place of registration and the original government.One of its duties is to serve the economic development of the two places.At present,the chamber of commerce itself and the local government cannot clarify the dual attributes,causing the operation of the non-local chamber of commerce is neither scientific nor normative and the relationship between government and the chamber of commerce is defined vaguely.Taking Tianjin non-local chamber of commerce as an entry point and supported by nonprofit organization management theory,the essay studies the operations management of non-local chamber of commerce by documentation,case study,experience summarization and etc.The essay is divided into five chapters,including the introduction,fundamental studies,the development and management of non-local chamber of commerce,the analysis on the operations management of Tianjin non-local chamber of commerce and the improvement direction for the operations management of Tianjin non-local chamber of commerce.Based on the above investigation,the essay suggests that non-local chamber of commerce should strengthen the inner management from three aspects: establishing scientific HR mechanism,improving management and conforming the “service first” concept.The local government should improve the supervision of non-local chamber of commerce from three aspects: improving and perfecting laws and regulations,defining relationship between government and chamber of commerce clearly,and building win-win development concept.This study is conducive to enrich the study on nonprofit organizations and the research area of Chinese chambers of business,which will help to realize the government's scientific management of non-local chamber of commerce and the efficient operation of non-local chamber of commerce itself.
