Study On Chamber Of Commerce’s Participation In Local Governance In Transition

With china’s reform developing, the state-society relationship is changing. Along with china escaped from the private sector, the private economy develops. A part of government’s power expand to the non-government organization, which gives the more space to develop. In this case, the ability of the chamber of commerce gives full play to superiority on local governance. In transition, the chamber of commerce develops rapidly in Gansu province and has an influence on different fields. With participating in local governance, especially the local economy, the chamber of commerce is more important, Which also implies that the part of local governance appears the trend of diversification.However, the chamber of commerce depends on the government so much that it loses independence and leads to produce some problems in participating in local governance, which not only hinders the chamber of commerce’s further development but goes against governing the local deeply. On the basis of case surveys and document research, from the perspective of local governance, this paper tries to analyze the chamber of commerce’s structure, government, enterprises and market. What’s more, on this basis, this paper tries to study on the way and significance, find the problem and give countermeasures that it participates local governance.If the chamber of commerce wants to govern the local effectively, it could build a mode “cooperate each other and govern together” with government. Meanwhile, it need improve the ability of self-government and perfect the functions to contribute to the development of the chamber of commerce. Therefore, the government of Gansu need give more power and more space of developing dependently and help it improve self-government, build democratic system and perfect the ability of service to realize the new relationship of cooperation between government and the chamber of commerce in order to promote the chamber of commerce to participate in local government frequently and advance on the form of the civil society. As a result, a “small government and big society”pattern can be realized.
