Evaluation And Application Of Value For Money In PPP Project

PPP model(Public-Private-Partnership,cooperation between government and social capital,and construction of urban infrastructure)is a major innovation in the reform of China's financial investment and financing mechanism.PPP praised the social capital to participate in city infrastructure construction,compared with the traditional construction mode can alleviate the financial pressure on local governments,improve capital benefits,with performance oriented,encourage innovation,fair competition,solve the financing risk,optimizing and other advantages,has become an important part of city infrastructure construction.The evaluation system of Value For Money(VFM)is China's current judgment whether theory criterion by PPP model,is a necessary part of the core PPP model project identification stage.However,due to the short time of VFM evaluation in our country,there are some shortcomings in the current evaluation system,such as weak VFM evaluation policy environment,imperfect VFM evaluation system and so on.Therefore,perfecting the evaluation system of VFM is the key to China's PPP project,the research has important theoretical significance and practical value of.In view of this,based on the analysis of current VFM evaluation system,through correspondence analysis of VFM and VE evaluation system,with different perspective expands the connotation of VFM evaluation,constructed VFM evaluation system of PPP project based on value engineering perspective,enhance the comprehensive evaluation system,VFM,accuracy and initiative of.The feasibility and practicability of the evaluation system are verified by the application of PPP project in underground pipe gallery of BZ city.The establishment of VFM evaluation system from the perspective of value engineering project based on PPP to make up for the deficiency of the current evaluation system of VFM,which is of great significance to our future work of PPP mode project.
