The Research On The External Environment Of The Sci-tech SMEs In Hebei

With the increasing downward pressure on China's economy,sci-tech SMEs are expected to become a breakthrough point to promote economic transformation and upgrading and a new engine to lead future economic development,which is getting more and more attention.Innovative talents and technological innovation are the basis for the survival of small and medium-sized enterprises.The inherent innovation of sci-tech SMEs makes them play an important role in the driving development strategy of science and technology innovation in China.The development of sci-tech SMEs in Hebei Province is relatively late,and there is a big gap compared with the relatively developed provinces in China.There are bound to be many problems in the process of its development.The research on the external environment of the sci-tech SMEs in Hebei Province is of great significance to accelerate the transformation of the economic development mode,optimize the industrial structure,and cultivate new growth points in Hebei Province.This paper first analyzes the status quo and existing problems of sci-tech SMEs in Hebei Province,then selects five external environmental factors which affect the growth of sci-tech SMEs based on the research of domestic and foreign scholars,and selects relevant indicators from different levels to establish index system.Secondly,by using factor analysis and entropy method to establish the comprehensive weight,the evaluation model of external environmental quality of sci-tech SMEs in Hebei Province is established.Finally,the overall external environment of sci-tech SMEs in Hebei Province is increasing,but the overall quality level is not high,so we need to improve the external growth environment of sci-tech SMEs in Hebei Province.Further analysis of the external environment of sci-tech SMEs in Hebei Province shows that the external environment quality level of sci-tech SMEs growth has fluctuated a little,but the overall environment also shows a rising trend.However,because of the economic development,geographical location,infrastructure construction,the importance of government and the support of fiscal policy,the external environment for the growth of sci-tech SMEs in Hebei Province is different.Based on the analysis of the data from 2007 to 2016 in Hebei Province,this paper puts forward corresponding measures to improve the external environment for the growth of sci-tech SMEs in Hebei Province,To promote the development of sci-tech SMEs,to find a new breakthrough for the economic transformation and upgrading of Hebei Province and to lead the future economic development of the new engine.
