adapt to urban life and to improve urban life happiness.This paper is specializing in the new urbanization impact on human capital accumulation in China and its east the question of the differences between the central and western regions,thus inevitably has important theoretical and realistic significance.In this paper,the basic logic of thinking is:on the basis of a large number of reading related literature,the problems put forward in this paper,research and analysis of the research of theoretical significance and practical significance,and then combined with the related economic theories,qualitative analysis and quantitative analysis from two aspects,through the theoretical analysis and empirical analysis and other research methods,research conclusion,finally based on research put forward the corresponding countermeasures or Suggestions.The core content of this paper has the following three parts:(1)the theoretical analysis.On the basis of clearly defined related core concepts,from the new urbanization,through the agglomeration effect and the human capital spillover effect two aspects analysis shows that the new urbanization transmission mechanism of the impact of human capital accumulation.In the first sense,new urbanization makes the factors of production within the scope of space agglomeration,thus promote industrial agglomeration,it will be a specialization of labor organization,and technology,to reduce the intermediary trade,save cost,further attract more labor and other factors of production to join the cluster,and finally speed up human capital accumulation.As for the second aspect,through the concentration of industrial and labor,human capital spillover effects began to play a role.Intensive labor force to accelerate the interpersonal interaction,and then promote the knowledge,skills,frequency and speed with the sharing of information,especially those with high human capital team of people or to the people around him will produce more beneficial effects,that is,the higher the level of human capital spillover effect is larger.(2)the empirical analysis part.According to our country's actual national conditions to build the new comprehensive index system of urbanization and human capital accumulation,the systematic analysis of new urbanization of integral and the east in the central and western regions in China and on the basis of the status quo of human capital accumulation,using panel regression model with variable coefficients,the empirical analysis,from 2005 to 2015 new urbanization of the whole east and Midwest regions in China area and the size of influence on human capital accumulation a comparative study of the differences between the final conclusion is:As a whole,the new type of urbanization on human capital accumulation has a significant effect,influence coefficient value of 1.529.Just points area,the new urbanization impact on human capital accumulation in eastern region is the largest,influence coefficient average of 2.495;Center in central China,the influence coefficient of average of 1.397;In the western region the youngest,the mean influence coefficient is 0.564,shows the tendency of diminishing from east to west.Investigate its reason,one is the highest accumulation effect in the eastern region,followed by the central region,the final is in the western region.The second is the human capital spillover effects in the eastern parts of the Midwest also showed a trend of decline.(3)the countermeasures and Suggestions.This part according to the empirical results and analysis of the causes,and using related principles,there are differences for east in the central and western regions in China,this paper presents how to accelerate the new urbanization,further enhance the level of human capital accumulation of the corresponding countermeasures and Suggestions.The eastern region should take the reform of the household registration system as a fundamental way to improve the household population urbanization rate,the construction of new urbanization and further strengthen the ability of basic public services to achieve people-oriented,strengthen environmental protection and governance efforts to achieve ecological urbanization.The central region should focus on the promotion of regional industrial clusters park construction to improve the urbanization rate,a substantial increase in medical the pension and public service level,and increase the people's livelihood related infrastructure construction investment level,focus on ecological and environmental protection to create a good environment for the development of new urbanization.The western region to promote the implementation of the development strategy of city group to improve the level of urbanization,improving the capacity of basic public services in order to guarantee the healthy development of new urbanization,increase infrastructure investment to pave the way for the construction of the new urbanization,construction of coordinated development of resources and environment to achieve Ecological sustainability.The innovation of this paper is:(1)using the comprehensive index method to build a new index system of urbanization and human capital accumulation,can measure the current our country east Midwest regional new urbanization and the level of human
