Research On The Development Issues Of Tobacco Agriculture Coorperative Organization In Yinan County

During the ten years of the nation-wide development of modern tobacco agriculture,every tobacco farmers' cooperative has been actively explored and practiced in various tobacco growing areas.It is found that the development of tobacco farmers' cooperatives has achieved remarkable results in the production of tobacco scale,intensive operation,specialization of labor and information management.However,due to the limitations of experience,lack of mechanism,and cognitive level,the tobacco farmers' cooperatives still face many problems in their development.It has affected the normal operation of tobacco farmers' cooperatives in some areas and restricted the optimization and upgrading of the modern tobacco industry and the expansion of the interests of tobacco farmers.Therefore,it is of special significance to study the development of tobacco and rural cooperative development.The research object of this paper is the tobacco and farmers cooperatives in the area of Yinan county.Through literature review,book reference,firstly,the development history,theory and model of farmers' cooperatives in China and abroad are discussed comprehensively;secondly,it clearly defines the concepts and theoretical basis of cooperatives,farmers'cooperatives and farmers' cooperatives;Then,based on the actual situation of tobacco farmers'cooperative in Yinan county,the paper uses literature retrieval,field investigation and statistical data analysis,the investigation was conducted on the field visit of the only professional cooperative tobacco farmers in Yinan county,on the basis of analyzing the particularity of tobacco industry and the particularity of tobacco growers cooperatives,summarized the general situation and effect of tobacco growers cooperatives development in Yinan county,clarified the main problems existing in the development of tobacco and agricultural cooperative in Yinan county:the first is the lack of organizational management,including the immaturity of organizational culture,poor organizational management and inadequate understanding of the rules and regulations;secondly,the participation of the members is not high,and the status of tobacco farmers is weakened;the third is the talent shortage,the talent ladder structure is not reasonable;fourthly,the operation management is not in place,including unimpeded financing channels,inadequate risk management,weak diversification,and imperfect earnings distribution.In view of the above problems,this paper puts forward some suggestions on the development of tobacco farmers' cooperative in Yinan county:Firstly,regulate organizational management,transform ideas,build organizational culture,cultivate the sense of identity and belonging of members,and establish a dependency between members and tobacco and farmers cooperatives.Secondly,pay attention to organizational communication,foreign tobacco farmers' cooperative should actively coordinate with the government,the tobacco companies actively strive for the security,benefits and policy,internally establish regular communication system and implement different level staff direct contact and direct communication.Thirdly,the main position of tobacco farmers is to give full play to their initiative and creativity.Fourthly,increase the training of talents in the introduction of human resources.Fifthly,strive for multi-party support and broaden financing channels.Sixthly,give full play to the advantages of the cooperative organization and establish a complete risk coping mechanism.Seventhly,we should optimize the scope and scale of the operation of tobacco farmers' cooperatives in the premise of making the production and operation of tobacco leaves.Eighthly,the government,the tobacco companies and the tobacco farmers cooperative work together to do well in the distribution of the fine tobacco farmers' cooperatives.Ninthly,do a good job of improving the laws and regulations,accelerating the development of land circulation,cultivating professional tobacco farmers and other supporting measures to promote the development of tobacco farmers cooperatives.Finally,the following conclusions are drawn:the tobacco and rural cooperative is a major initiative of the tobacco industry to implement the central government's policy on agriculture and rural areas,and is the development direction of modern tobacco production;and the tobacco farmers cooperatives does make a lot of achievements,provides the drawing before,during or after a certain number of production services,promote the agricultural industrialization,tobacco increased tobacco farmers to resist the ability of the risk,improve the social service system;at last,Yinan county tobacco agriculture cooperatives still exist problems in the process of development,should from set out actually,make feasible helping and supporting measures,promote tobacco agriculture cooperatives healthy and rapid development.
