The Practice And Thinking Of Modern Tobacco Agriculture Development In Hunan

Tobacco agriculture is not only the important base in tobacco developing, but also the important component part in our country's agriculture. Developing modern tobacco agriculture is the objective trend of putting central spirit into practice and complying with our country's agriculture with the development of rural economy. It is an exclusive requirement of facing the tobacco resource configuration reformation and improving the tobacco marketing competition at home and abroad. In additional, it is the great historic task for tobacco industry participates in socialist new rural construction. In order to provide some references for further study, this research investigates eleven modern tobacco experimental units, and states the present whole province's agriculture development of modern tobacco based on the present production of tobacco in Hunan Province.(1) With the operations research in Hunan modern tobacco agriculture, the practice of Hunan modern tobacco agriculture achieves following effects:1. Science planning and promote the base installation construction of tobacco production completely.2. Move the land reasonably, promote plant scale steadily.3. Probe the tobacco's production organization form actively.4. Perfect the professional service system, promote intensive management.5. Play an important role in scientific and technical supporting, improve information management.6. Construction of risk prevent system.(2) With the survey of experimental units, finds that there are many problems in Hunan Province modern tobacco agriculture.1. production method of traditional production doesn't consist with development of modern agriculture.2. Still some problems in modern tobacco agriculture development in our province.3. Modern tobacco agriculture doesn't formulate five-year development plan in province, city and county; some experimental units' fund are lack, local government and relevant departments'commitment fund is too hard to put in place; some experimental units'hardware construction standard and fund are too high. 4. Tobacco basic management and roots construction are weak and difficult to satisfy the demand of modern tobacco agriculture development.(3) This research considers that Hunan modern tobacco agriculture should start from following aspects:1. Formulate a development program of modern tobacco agriculture in province, city and county.2. Strengthen basic installation construction continually.3. Improve plant scale, create tobacco type of organization4. Normalize tobacco leaf factory construction, reconstruct process and reform the method of management5. Perfect the professional service system6. Strengthen basic management and roots construction7. Construct modern tobacco agriculture risk prevention system.
