| In order to cope with the "China’s New Normal" in recent years,supply-side reform is on the going.Then,it becomes an urgent target to study how to solve the living and reemployment problems of laid-off workers in the industries which need to cut excessive capacity.In fact,China’s Unemployment Insurance scheme has been played an important role in providing income for unemployed workers for decades.However,due to the restriction of payment term,the key to solve the living problem of unemployed workers is helping them to achieve reemployment as soon as possible.Which means,it’s necessary to improve the quality of public employment services for the umemployed,such as occupation introduction,vocational training.This paper combines the method of questionaires and interview to investigate the practical condition of the Unemployment Insurance’s function in promoting reemployment.According to the result of the investigation,many institutional drawbacks in Unemployment Insurance still are to be resolved,such as:poor coverage,relatively low expenditure in promoting employment project,unreasonable payment method of the allowance,low efficiency in cooperation with public employment services,lack of laws to support Unemployment Insurance scheme’s function in promoting reemployment.To enhance Unemployment Insurance’s function in promoting reemployment,it’s necessary to take a reference to England and Japan’s experience.To give a reform to the Unemployment Insurance scheme,so that it will eliminate its negative impact on reemployment.The specific implementation paths are listed as follows.First,extending the coverage of Unemployment Insurance is a good way to guarantee more unemployed people.Second,optimizing the expenditure structure of Unemployment Insurance will promote the effect of Unemployment Insurance fund.Third,changing the payment method of the allowance to the unemployed is beneficial to promote reemployment.Improving the matching efficiency between Unemployment Insurance and public employment services is a good way to promote employment,ranking only second to the reform of Unemployment Insurance.The specific implementation paths are listed as follows.First,it’s necessary establishing a supervision system,which could feedback relative information.Second,it should be paid more attention to run an early warning system for unemployment.Finally,we should also protect the reemployment function of Unemployment Insurance by legislation to ensure its implementation in the long run. |
