Study On Unemployment Insurance System In Shanxi Province From The Perspective Of Employment Promotion

Unemployment is an unavoidable problem in the process of market economy.High unemployment will not only restrain economic growth,but also affect social stability and government credibility.The unemployment insurance system,as an effective means to control unemployment and relieve the employment pressure,plays an active role in guaranteeing the basic life of the unemployed and promoting the reproduction of the labor force.At present,Shanxi Province is in the new period of supply-side structural reform and industrial restructuring and upgrading,the slowdown of economic growth and the elimination of backward production capacity have made structural unemployment a focus of social concern.Right now,unemployment insurance system pay more attention to protecting the basic life of the unemployed,neglecting to promote the employment function,it has been unable to meet the needs of economic and social development,to promote employment function of unemployment insurance reform and optimization has become the important direction of system development.In view of employment promotion,this paper has study that unemployment insurance system and employment services for nearly a decade in Shanxi Province.First of all,under the premise of introducing the basic concept and theory of unemployment insurance,this paper combined with statistics,analyzes the unemployment and employment status,the expenditure scale and expenditure structure of unemployment insurance fund,and the operation status of vocational introduction and vocational training.Moreover,eight unemployment insurance to promote employment related indicators were selected,and the implementation effect of the unemployment insurance in Shanxi Province from 2007 to 2016 is evaluated by using factor analysis method.The results show that the unemployment insurance system promotes the ability of employment,but there are also some obstacles that prevent the system from fully functioning,such as: the coverage area is narrow and the coverage target is biased,the treatment payment mechanism is lack of reemployment incentive,the unemployment insurance fund has a low rate of promoting employment and the scope of expenditure is narrow,and the reemployment service system is not perfect.This paper draws on the characteristics and practical experience of three employment-oriented countries in Japan,Germany and Sweden,and provides ideas for the optimization and improvement of unemployment insurance system and employment service system in Shanxi Province.From the design of unemployment insurance system,we should expand the coverage of unemployment insurance as soon as possible,adopt the unemployment insurance compensation model that increases the pay level,shorten the payment period and the decrease of the treatment,increase the amount of employment expenditure and expand the expenditure channel.In terms of career introduction and vocational training,the incentive and restraint mechanism,quality guidance mechanism and performance evaluation mechanism should be established as soon as possible.At the same time,we should start with the supporting measures of employment service,improving the informationization level of unemployment insurance and employment services,promote governments to establish linkage mechanisms that coordinate with communities and employing units,set up a one-stop entrepreneurial service system that entrepreneurship guidance,project financing and tracking support are interconnected.In addition,to promote employment should not only consider the "supply side",still should focus on the "demand side",the unemployed personnel of the actual demand and the state of mind,all-round,multi-angle to help the unemployed again obtain employment,thus effectively alleviate unemployment,to achieve full employment.
