In market competition,enterprises applying the innovative training and learning organization in the corporate management perform much more magnificent in financial performance than those competitors who don't.Training and learning can help enterprises face challen,ges brought by competition.More and more enterprises realize the major role training,learning and knowledge management play in product innovation and high quality customer service.Enterprises competition is no doubt talent competition.The vulnerabilities limiting the development of private enterprises,however,are precisely attracting talents,construction of training system and talents team.So,private enterprises should learn experience at home and abroad,develop human recourse and thus promote the development healthily and orderly.Dalian,a window city in Northeast China,is the financial,economic and shipping centre.Private enterprises account for more than 50%of the whole city economic.Therefore,improving the level of private enterprises talents have a significant influence on boosting city comprehensive capabilities to stay competitive.The paper thus base 820 private enterprises in Dalian to investigate the staff training status by questionnaires and interviews,and finds that the normalization of staff training in private enterprises has much room for improvement.The existing problems are relatively low priority,deficient training organization and random setting up of training courses.The main causes of the above problems lie in the lack of professional training experience,strategic cognition and systemic training system.The author plots more than 10 years' HR experience,and constantly absorbs lessons to be committed to seek solutions.The paper suggests improvements on three aspects:accelerating attention on training,strengthening training management and establishing scientific training system.On theoretical level,the author bases on strategic training management theory,HR management theory and learning organization theory.In the same time,the author enriches and perfects enterprise training management theory by borrowing from the representative new theory appears in the fields of sociology,psychology and pedagogy.On piratical level,the author provides some suggestions on how to improve the private enterprises' training management in the paper.
