Study On Performance Evaluation Index And Method Of PPP Model For Highway Construction In Vietnam

At present,Vietnam’s economy is developing at a high speed,and the government’s investment in infrastructure construction is constantly improving.However,there is still a huge shortage of funds for infrastructure construction.The promotion of government and social capital cooperation(PPP)model is of great significance for infrastructure construction,modernization of national governance,promotion of national governance capability and construction of modern financial system.PPP model is a long-term partnership established by government and social capital in the field of public service or infrastructure construction.The general pattern is the design,construction,operation,maintenance and other work mostly borne by the social capital,the acquisition of investment returns through the necessary government pays "or" users pay";government departments responsible for the quality of public services or infrastructure and price regulation,to ensure the maximization of public interest.However,the current PPP project is mostly based on the BT model of deformation,the real problem of serious debt stocks.Its essence is that it can not choose or construct a clear evaluation system or method to evaluate the performance of existing projects.Therefore,it is of great significance to strengthen the theoretical research on the performance evaluation of the Vietnamese highway PPP project.This paper analyzes the current situation and existing problems of PPP mode of Vietnamese highway construction,and illustrates the advantages of adopting PPP mode in Vietnamese highway construction.This paper analyzes the essential characteristics,classification and operation process of PPP project.This paper studies the connotation,mechanism and influencing factors of Vietnamese highway PPP model performance,and then constructs Vietnam highway construction PPP project performance evaluation index system.According to the index type in the index system,the triangular fuzzy analytic hierarchy process is selected as the evaluation model.And carried on the case analysis,carries on the computation to the collection data.Finally,according to the calculation results of the case,put forward countermeasures and suggestions to improve the performance and risk management of Vietnam highway construction PPP project.The research results of this paper make up for the lack of research in the field of PPP performance evaluation in Vietnam and have theoretical value.The research results can provide reference for the performance evaluation of other PPP projects,so as to improve the performance level of Vietnam PPP project and accelerate the pace of infrastructure construction in Vietnam,and has a strong practical significance.
