Study On The Performance Evaluation Of Introducing Commercial Insurance To Urban Residents' Critical Illness Insurance In Fuzhou

In recent years,as the burden of critical illness expense is becoming heavier,the problem of "difficulty and high expense of medical treatment" gradually become prominent.To tackle the problem of"illness-related poverty" after the health care reform,our country has established the urban residents critical illness insurance care system.This system which introduced commercial insurance is the expansion and extension of basic medical insurance,and also an institutional arrangement to provide further guarantees to those patients who have to afford high medical expenses.Fuzhou become the pilot of the first batch in January,2013.The implementation of critical illness insurance policy has promoted the combination of government guidance and the role of market regulation,improved the management level and operating efficiency of basic urban residents medical insurance.However,there still exist some problems in operation,which have negative impact on the full play of the critical illness insurance policy.This paper bases on the implementation analysis of commercial insurance introduced to the urban citizen critical illness insurance,embark from three dimensions:policy operating condition,policy effectiveness evaluation and satisfaction of urban citizens,researches and evaluates the actual effect of introduction of commercial insurance into urban citizen critical illness insurance in past four years,explores the existing problems during operation,and puts forward countermeasures and suggestions to the problems in various aspects from policy design to implementation,especially after the urban-rural integration by theoretical and empirical analysis.It aims to build the sustainable and stable long-term operation mechanism of urban citizen critical illness insurance system,promote the quality and level of insurance and finally benefit more members of medical insurance.
