Evaluation Of Yunnan Province’s Science Popularization Ability Based On Input-output Perspective

Popular science ability is the comprehensive strength of the country to provide popular science products and services to the public,which is the key to the effective development of popular science work and the steady improvement of popular science cause.The construction of science popularization capacity can improve the public’s scientific quality,enhance regional innovation and development,ensure the effective communication of science and culture,and effectively carry out rural revitalization.The construction and development of popular science ability cannot be separated from the effective evaluation of popular science ability.The evaluation of science popularization ability can find the shortcomings and advantages in science popularization work,feed scientific and technological innovation,and enhance regional competitiveness.This paper starts from the analysis of the problem,according to the historical background and significance of science popularization ability construction,reviews the evaluation and development status of science popularization ability at home and abroad,and expounds the related concepts and theoretical methods of science popularization ability research.Secondly,it introduces the influencing factors of science popularization ability evaluation,selects and preliminarily determines the index system of science popularization ability evaluation through the basic principles of availability,scientificity,relative stability and systematicness,and combines with the existing literature on science popularization ability evaluation.Then,each index is taken as the evaluation sequence,the proportion of citizen science quality is taken as the reference sequence,the grey correlation method is used to screen the evaluation index of science popularization ability,and the coefficient of variation method is used to determine the weight of each index.Finally,VIKOR evaluation method was used to evaluate and study the comprehensive level of science popularization ability of Yunnan Province as a whole and its municipalities.Linear weighting method and DEA efficiency evaluation method were used to study the input-output level of science popularization ability of Yunnan Province as a whole and its municipalities.The evaluation and analysis results of Yunnan Province’s science popularization ability show that the overall comprehensive level of science popularization ability of Yunnan Province in 2020 ranks low in China,mainly due to the influence of science popularization media,science popularization activities,regional scientific and technological innovation level and regional economic education level,which make Yunnan Province’s overall science popularization ability low.Secondly,the inputoutput efficiency of science popularization in Yunnan Province is low,and the allocation ability and use ability of science popularization resources are not good.In addition,the comprehensive level of science popularization ability and input-output level of Yunnan Province show a trend of low east and low middle,and the comprehensive level of science popularization and input-output level of Kunming,Yuxi and Chuxiong in the middle are higher than that of Zhaotong and Wenshan in the east and Dehong in the west.In terms of input-output efficiency of science popularization ability,there is an irregular distribution within Yunnan Province,and the comprehensive efficiency of Diqing,Kunming,Xishuangbanna and Qujing is the highest.After the evaluation and analysis of Yunnan Province’s popular science ability,the paper puts forward some relevant countermeasures and suggestions for the development of Yunnan Province’s popular science ability from the perspectives of strengthening the creation and communication of popular science media products and increasing the innovation of popular science activities.
