A Study On The Regional Difference Of The Labor Force Educational Attainment Composition To The Adjustment Of Industrial Structure

Thirty years after reform and opening up,China’s economy has achieved rapid growth and create a "Chinese miracle" in the world.People’s living standards have been greatly improved,and Chinese industrial structure has gradually become optimized.But the traditional extensive economic growth mode has got into trouble.Lots of bad phenomenon began to appear,such as a waste of resources,environmental pollution and a series of problems,we must change the mode of economic development,and promote the optimization and upgrading of industrial structure.As the world’s most populous country who has the biggest manufacturing industry,China has a great advantage in number and the cast of the labor force.But relying on the advantages of labor’s number and cost to stimulate economic growth has been unable to continue.How to improve the quality of labor,and optimize the allocation of the labor force educational attainment composition,and turning the advantage of number of labor into quality of labor,is the key to break the bottleneck of industry structure and promote the economy developing with healthy.This paper starting from the current situation and pointing out that the changing trend of the number of labor force in China by using the data from Labor statistics yearbook.We are facing the turning point of the demographic dividend,and the traditional labor force quantity and cost advantage has disappeared.The future industrial structure optimization will depend more on the high quality labor force.Therefore,it is necessary to adjust the current composition of labor education in our country to adapt In the industrial structure optimization needs.In order to better explain the role of the every level educational labor force,to clarify how to adjust the composition of labor education to maximize the optimization of industrial structure,this paper designed a model to explain how educational attainment composition affect industrial structure,using the fixed effect model with variable coefficient to estimate the degree of the effect in the whole country and in various provinces and cities.The results show that the increase in the proportion of middle-educated labor and highly-educated labor can promote the industry structural optimization,but there is a gap between the reality and the optimal situation,also there are differences between provinces.To this end,this paper puts forward that,our society should improve the average education level of labors to promote technical progress;each region should set their goal of industrial structure optimization according to its industrial and educational development differences,and adjust education structure basis on their goal and local condition;government should construct a coordination system of adjustment on education structure promoting the optimization of industrial structure.
