| The first two decades of this century is important strategic period for modernization of our country. So it is an important strategic task to accelerate optimization and upgrade of industrial structure and changing economic growth style. Using leading industry choosing criterion theory and method, combining with characteristics of industrial structure of Hebei province, this thesis studies leading industry choosing and industrial structure optimization and upgrade of Hebei province and explores industrial policies to perfect industrial structure.Part1:Papers quantitative and qualitative analysis of the method, in accordance with the principles of adjusting the industrial structure and goals of the comprehensive evaluation system of indices adjustment of the industrial structure, the overall economic structure of Hebei and three industrial structure adjustment of a comprehensive evaluation. Compared with the other provinces and cities in the Country, paper indicated Hebei shortcomings and defects in process of the industrial restructuring.Part2: Hebei industrial competitiveness of leading industries and selection. Including two aspects: One is based on industry association effect theory, using the input-output model, the 40 pairs of Hebei industry association effect coefficient estimates, and the results of calculations based on the current and future Hebei leading industry made a detailed evaluation and selection. The other is the application of regional economic theory of comparative advantage, with the focus of the other provinces and cities in Hebei province (particularly neighboring provinces) compared with the advantages of regional industry, and the overall competitiveness of the industry in Hebei advantage of the major cities in the province of industrial competitiveness advantages and competitiveness of the industrial sector in Hebei Province advantages of empirical research, the main city in Hebei province and the regional industries and the future direction of development.Part3: Do the empirical study on the relationship of the main right Hebei agricultural surplus labor transfer and industrial structure adjustment.
