| Anti-driving mechanism of the pollution reduction are the driving factor in the Industrial structure adjustment under the current system in our country. At first, this study takes the environmental economic input-output model as the main analysis tool, making full use of the dynamic input-output model, calculating the reverse effects that the pollution reduction act on the industrial structure adjustment from the aspects of economic growth in economic output and quality in 2008-2012. and then,On the basis of table of China inter regional input-output in 2007 and panel data of provincial emissions of the pollutants Sulfur dioxide and Smoke powder from 2007 to 2013, by building models of pollution reduction led to readjustment of regional industrial structure in China, quantitative measurement of our performance of pollutant reduction in the area from 2008 to 2013 and the effects of pollution reduction led to readjustment of regional Industrial structure.This study shows that although pollution reduction had certain adverse impact on the traditional indicators of national economic development, it played a positive role in industrial structure adjustment: Firstly, the share of the secondary industry declined while the share of the tertiary industrial increased. Secondly, In the secondary industry, the proportion of the added values of heavy pollution industries decreased continuously and industrial structure gradually optimized. Thirdly, the pollutants producing coefficients of industrial waste water and SO2 of the industrial sectors during the sample interval tended to decline, which indicated a significant improvement in the quality of economic growth. From regional pollutants reduction performance results integrated view, southwest regional, and Northwest regional and Central regional on pollutants of sewage control more significantly, while in Northeast, and Beijing Jin, and North Coastal regional smaller; pollution reduction caused regional industry structure adjustment of effect yearly decline in 2008-2013, that is to say, The resulting emissions are decreasing when the pollution affected regional industry structure adjustment of output unchanged.Intensive introduction of pollution reduction policy on industrial structure adjustment played a significant role in positive in China, Due to reduction there were significant differences in various parts of the industry, relevant national authorities should address the differences worked out emissions standards for different industries and regions, However, China’s current environmental forcing mechanisms function effectively still have obstacles, China should strengthen the environmental accountability further, pollution reduction, environmental protection and public participation in law enforcement force mechanism to different regions and different industries implement different pollution reduction policy, cooperate to advance technologies and pollution reduction, structure, reducing emissions and manage emissions, accelerating industrial restructuring and upgrading. |
