Research On The Beneficial Evaluation Of The Transforming Project In Shenyang

With the rapid development of economy,the transportation in Shenyang can not meet the need of its citizens.The Party Committee and Government of Shenyang adopted the policy of More Input to improve the situation of sanitation,transportation and economy.At the same time,efforts would be mainly put on the enhancement of the transportation,living condition and security in Old City.With the start of the Three-year Road-alignment Project,which is also called the integrated renovation of the Old City,the work to reform the dilapidated buildings around the road had been carried on.Based on the analysis of elements like historical background,necessity,investment,expense,earning and effects on people,the article gives an objective explanation of the benefits in economy and society brought by the renovation.At first,in the part of Estimation of Economic Benefits,a series of index has been adopted to assess the profitability and debt paying ability of the project from the microcosmic perspective,and the project was proved to be voluble.Second,in the part of Estimation of National Economy,the functions,computing methods and financial targets of the economic evaluating indexes have been introduced.Third,in the part of Estimation of Social Benefits,the estimated methods,significance and index system of social benefits have been briefly introduced.Concerning several targets,including the development of society and economy,quality of residents and the living conditions,this part gives a foll estimation on the social benefits of this project.At last,with the adoption of AHP and fuzzy evaluation methods,a better result has finally been achieved by the quantitative analysis and assessment on economic benefits,national economy and social benefits.This article can be very supportive to the project,and it figures out some matters needing attention in the process and also offers some solutions accordingly.
