SMC was In the history of the People's Republic of China through the planned economy period by sixty one years to "ensure the supply of material,promote the development of production" mission,is the main channel of the circulation of rural commodities.With the development of market economy,SMC was unable to cope with the market competition,into the trough of functions of "weakening".In 2015,is a landmark for SMC,of the first year of the reform of the central committee of the communist party of China began to implement comprehensive reform of supply and marketing cooperatives.Reform opinions,all levels of SMC are outmaneuvering,grasps the policy opportunities,flood into reform.Through F SMC based on their own advantages,and puts forward the pattern of "Internet + to agriculture,rural areas and farmers" to realize enterprise strategic transformation.Support enterprise human resource management as one of the most important functional strategy of strategic transformation,should be to change.This paper to evaluate human resource stock F SMC analyses the problems in human resource management,found no F SMC established to adapt to the strategic transformation of human resources system,specific displays in:enterprise personnel aging,low quality of the operation and management,to adapt to the enterprise strategic transformation of talent is in short supply,weakening the various functions of human resource management,etc.,"to only the land,the government to governance,industry to thrive",the weakening of the shortage of human resources and human resources management will become F SMC achieve strategic transformation.Based on human resource management theory,in the view of recruitment,cultivation,employment and motivation,proposes the establishment of strategic human resource recruiting and configuration of system,training and development system,constraints and evaluation mechanism,incentive mechanism,and create a strategic enterprise culture promotion strategy and so on,human resource management in order to form a functional strategic human resources management system,and with highly match human resources management system,with highly match enterprise strategy implementation,eventually spanning development for the enterprise to provide intellectual support and human.
