Along with obvious changes in the supply-demand relationship of agricultural products,agriculture in China is transforming to a new stage.Exploring essential issues of agricultural product quality and safety is now a work influencing the overall situation.Price competition is replaced with quality competition for addressing the increasing sense of health of the consumers.The supply-demand relationship of agricultural products is quite different than before.Practically improving the agricultural product quality and safety is a cause with strategic significance.The agricultural product quality and safety is closely related to not only people?s life security,but also economic growth,lasting social stability and administration level of the government in China.Researching the ways of agricultural product quality and safety supervision,improvement of supervision capabilities and food safety guarantee can provide theoretical basis for the government to improve its supervision capabilities for the agricultural product quality and safety,and play a great role in the quality control of agricultural products to meet market requirements,improvement of the overall competitive force of agricultural products,and safeguarding the health of all people,as well as realizing direct supply of agricultural products from the farm to the market,and enabling sustainable development of agriculture.There are a lot of researches on the supervision on the agricultural product quality and safety,and there is also a preliminary supervision system in China.However,compared with developed countries,a large gap is there for us to make up.In recent years,the government of Chengdu has been persisting in construction of demonstration area of modern agriculture based on quality control of agricultural products,researched and reformed the administration of agricultural product quality and safety,established featured supervision system for agricultural product quality and safety,and come up with innovations to address existing problems of agricultural product quality and safety from various perspectives.Therefore,a lot of achievements have been obtained.The promotion of featured supervision system in Chengdu has improved the supervision capabilities for agricultural product quality and safety,exemplified that agricultural product quality and safety depends on not only production process,but also administration,provided backup for the construction of Chengdu themed “Happiness”,“Health” and “Delicacies” and laid a solid foundation for Chengdu to build a national model city of quality and safe agricultural products.In December,2015,Chengdu had passed the examination for national model city of quality and safe agricultural products.People?s satisfaction rate had increased to 87.8%,indicating a great increase compared with the rate of 12.8% before the initiation of the program.In October,2016,a work conference of “safe foods and safe agricultural products” was held in Chengdu,in which the significance of the program of agricultural product quality and safety had been emphasized again.Chengdu is the only sub-provincial city in China which is dedicated to systematically building a national model city of quality and safe agricultural products.The work conference for the agricultural product quality and safety supervision had rendered impressive images to the attendees from different cities in China.Based on analysis and reference of state-of-the-art theories(e.g.,theory of new public management,information asymmetry theory,and theory of government regulation)and practices of agricultural product quality and safety supervision in China and foreign countries,this thesis explores and researches the problems encountered during the implementation of the featured agricultural product quality and safety supervision system promoted by the Agricultural Commission of Chengdu.At first,the status quo of agricultural product quality and safety supervision in China and foreign countries,research contents and significance,and the typicality of the featured supervision system promoted by Agricultural Commission of Chengdu have been introduced.Then,comprehensive and systematic analysis has been carried out from three perspectives :concept transformation,system perfection and diversified methods,from individual and easy points to overall and difficult ones.At last,the successful experiences of the featured supervision system for agricultural product quality and safety promoted by Agricultural Commission of Chengdu have been summarized,in order to promote it.This thesis also comes up with problems which need attention or tackling,as well as countermeasures,in the hope that a set of pragmatic theories and methods.Outlook is also made for the future of agricultural product quality and safety supervision in China,thus to provide reference for agricultural product quality and safety supervision in some way.
