As the key point of the reform system of homestead,the property rights of peasants have been given the policy policy and developed under the guidance of the state.The reform of farmers' housing property right mortgage system gives farmers property rights and further improves the dual economic structure of urban and rural areas in China.Therefore,it is of practical significance to study the mortgage system of farmers'property rights.Based on farmer housing property rights mortgage pilot area in zhejiang province yiwu,Ryan and xianju,huangyan,housing mortgage pilot area as an example,the first through the system analysis and questionnaire,the investigation system of housing property rights mortgage demand area farmers.Farmers housing property rights mortgage will affected by many factors,in order to research regional farmers data as sample,Logistic regression model is established,and the results are as follows:farmers,farmers by the education level of non-agricultural income accounted,farmers have several housing,village infrastructure construction,guarantee way and the way of assessment variables of farmers housing property rights mortgage will have significant positive effects;The housing distance and financing methods have negative influence on the mortgage intention of household property.Since then,this paper further studies the importance of the significant variables,and build a decision tree model is established and verified,can show should tree model built in this paper to predict the demand of farmers housing property mortgage system.Since then,this article from the perspective of system supply,analyzed the farmers housing property rights mortgage system of government supply the status quo,and thinks that there are basic right conflicts in the current system supply risk,assessing risk,risk disposal of the mortgaged property.And there are two main characteristics of the system supply of the mortgage of housing property rights:first,the characteristics of financial exclusion;Second,institutional supply is developed in the game.There are three main reasons for the disequilibrium of the system at this stage:first,the change of the compulsory system which is dominated by the government;Secondly,financial exclusion;Thirdly,the pilot system lacks completeness.So in the path of reform,this paper puts forward through strengthening the guarantee of insurance agency,the mortgaged property evaluation when considering development,synchronization,adopts the system of other related to mitigate risks,promote the system of"pareto optimality" namely balanced.
